Can we add "states" manually to our zones?

Question

I live in the UK, and instead of states, we have counties, so is there a way where we can manually enter the counties after selecting United Kingdom in the zones section, as when my customers choose their state in their quote submission form, they cannot select their county. It looks like there should be this option, but I either have not found it properly, or it isn't there, any help would be appreciated. - All I see is states from the US and Canada. Also, if at all possible, could you add the option to rename "State" to "County" via a check box or something?

There is no "State" field when selecting UK as there's no state per say, and this is not a requirement for shipping carriers (We understand it is covered as part of the very unique UK postal code system)

You can customize the quote form, but it is a bit difficult for non-technical users.

We'll make the form more easily customizable however in the near future.
